Rockstar Games appears to be pushing for a more immersive open world with GTA 6, and some of the most interesting reported changes involve two systems that could dramatically affect everyday gameplay: limited weapon carrying and more dynamic NPC behavior.

Rather than allowing players to carry an enormous arsenal at all times, GTA 6 is expected to take a more grounded approach to weapons. At the same time, NPCs could react differently depending on how the player behaves, whether they are visibly armed, and potentially even their broader reputation throughout the game.

If implemented as reported, these changes could make Vice City feel significantly more reactive than previous Grand Theft Auto worlds.

GTA 6 May Limit How Many Weapons You Can Carry

One of the biggest potential changes in GTA 6 is the way players manage firearms.

In GTA 5, Franklin, Michael and Trevor could carry dozens of weapons simultaneously, ranging from pistols and shotguns to assault rifles, sniper rifles, explosives and heavy weapons.

GTA 6 could move away from that system. Instead, Jason and Lucia may be restricted to carrying only a small selection of weapons at any given time. Smaller firearms could remain concealed, while larger weapons such as rifles and shotguns may be physically visible on the character. That would mean players could no longer walk around with an entire gun store hidden in their inventory.

Extra weapons may instead need to be stored inside vehicles, forcing players to choose their equipment before entering a mission, robbery or dangerous situation. This could introduce an entirely new layer of strategy. Before a major job, players may have to decide whether they need a shotgun for close-range combat, a rifle for heavier resistance or a handgun that can remain hidden while moving through public areas.

The more realistic weapon system could also connect directly to GTA 6’s NPC behavior. In previous GTA games, pedestrians generally reacted after the player committed a crime or fired a weapon. GTA 6 could make those reactions more contextual.

Simply walking through Vice City with a rifle in your hands may be enough to make nearby pedestrians uncomfortable. NPCs could potentially stare at the player, move away, flee the area or contact law enforcement if they believe the situation is dangerous.

The way a weapon is carried could matter as well. A gun stored or concealed may attract little attention, while holding a large firearm in the middle of a crowded street could immediately change how people react. That would make one of GTA’s most basic actions — pulling out a weapon — far more meaningful.

Another reported system could make GTA 6’s world even more reactive. The game may track the player’s behavior over time through something similar to a Behavior Score or criminal profile. Instead of NPCs reacting only to what is happening in the moment, the game could potentially build a broader picture of how Jason or Lucia behaves throughout the story. Repeated violence, threatening civilians, reckless criminal activity and other aggressive actions could contribute to that profile.

A player who regularly creates chaos could therefore be treated differently from someone who generally avoids unnecessary violence. For example, two players could walk into the same neighborhood and receive completely different reactions. One character might arrive unarmed after maintaining a relatively low-profile criminal history. Another might enter the same location carrying an assault rifle after repeatedly causing violent incidents across the city. If GTA 6 tracks those differences, NPCs could respond accordingly.

The combination of weapon visibility and behavioral tracking could make NPCs feel far less like background characters. Instead of following a simple rule such as “gunshot equals panic,” pedestrians could potentially evaluate several factors before deciding how to react.

Those factors may include whether the player is visibly armed, whether a weapon is currently being held, how aggressively the player is acting and the character’s previous behavior. That could create a much more unpredictable open world. Walking into a convenience store while carrying a rifle, for example, may immediately make the cashier suspicious. Entering the same store peacefully with no visible weapon could result in a completely normal interaction. The goal appears to be making the world react not just to crime, but to the player’s presence and intentions.

GTA 6 Could Make Preparation More Important

Limited weapon capacity could also fundamentally change how players prepare for missions. In previous games, there was rarely any reason to think carefully about loadouts because every weapon was immediately available through the weapon wheel.

GTA 6 could force players to make those decisions beforehand. Vehicles may effectively function as mobile weapon storage, meaning players could return to their car or another location to swap equipment. That could make vehicles even more important. Before attempting a robbery, players might need to choose their weapons, equipment and escape vehicle rather than simply arriving with every gun they have ever purchased. The result could make missions feel more deliberate without removing the freedom that defines Grand Theft Auto.

GTA 6 Could Be Rockstar’s Most Reactive Open World Yet

Rockstar has long been known for creating detailed open worlds, but GTA 6 appears positioned to take environmental reactions much further. If weapon limits, visible firearms and behavioral tracking all work together, players may have to think about actions that previously had little consequence.

Pulling out a gun in public could become a decision. Threatening civilians could affect future encounters. Repeated violence could influence how people respond when Jason or Lucia enters an area. Even the simple act of walking through Vice City could feel different depending on how the player has behaved throughout the game. For a series built around player freedom, that could represent an important evolution. GTA 6 may still allow players to create complete chaos — but this time, the world could remember what they did.

GTA 6 Weapon and NPC System: What We Know So Far

GTA 6 is set in the fictional state of Leonida and will return players to Vice City, with Jason and Lucia serving as the game’s central protagonists. Rockstar has already emphasized a highly detailed world filled with dense environments, wildlife, crowds and social activity. However, the specific weapon limits, NPC reaction mechanics and Behavior Score-style system discussed here have not been fully detailed by Rockstar. Until the company officially explains these features, they should be treated as reported or rumored gameplay mechanics rather than confirmed final systems. Still, if even part of this information proves accurate, GTA 6 could significantly change how players think about weapons, crime and everyday interactions.

And that may be one of the biggest differences between GTA 6 and every Grand Theft Auto game that came before it.
